My Speed Sucks

i dunno wat i done but wen i tested it earlier the speed was good, i think i used some tweak program and messed it up. This is wat i got now:

Download Speed is:: 153 kB/s

I think i should be getting 4000 Kbps Download speed, dunno about my advertised upload speed.
My ISP is Telewest Blueyonder
