OK, so I know very little about what I need to be doing to fix this, but my internet is going way too slow.  It used to work at a fairly good speed, so I thought I'd just wait and see if the situation worked itself out.  Needless to say, it did not.  I haven't changed anything on my computer from the time the speed was running well to now, but, well...here are my test results:

::::::::::.. Download Stats ..::::::::::
Connection is:: 196 Kbps about 0.2 Mbps (tested with 386 kB)
Download Speed is:: 24 kB/s
Tested From:: http://testmy.net (server2)
Test Time:: Fri Feb 10 10:57:48 CST 2006
Bottom Line:: 3X faster than 56K 1MB download in 42.67 sec
Diagnosis: May need help : running at only 4.77 % of your hosts average (Cox.net)
Validation Link:: http://testmy.net/stats/id-9YR5Z16AW

Any help would be greatly appreciated, and if you find it in your heart to help my stupid ass out, just assume I won't have a very good idea about dealing with more advanced fix type things.  TY

So I saw some other dude pasted this info too so here it is (hope it helps)...

   ------  Web100 Detailed Analysis  ------
Cable modem/DSL/T1 link found.
Link set to Full Duplex mode
No network congestion discovered.
Good network cable(s) found
Normal duplex operation found.

Web100 reports the Round trip time = 1514.31 msec; the Packet size = 1460 Bytes; and
No packet loss was observed.
This connection is receiver limited 64.87% of the time.
  Increasing the the client's receive buffer (63.0 KB) will improve performance
This connection is network limited 35.11% of the time.

Web100 reports TCP negotiated the optional Performance Settings to:
RFC 2018 Selective Acknowledgment: OFF
RFC 896 Nagle Algorithm: ON
RFC 3168 Explicit Congestion Notification: OFF
RFC 1323 Time Stamping: OFF
RFC 1323 Window Scaling: OFF
Packet size is preserved End-to-End
Server IP addresses are preserved End-to-End

estimate = 7.36 based on packet size = 11Kbits, RTT = 1514.31msec, and loss = 1.0E-6
The theoretical network limit is 7.36 Mbps
The NDT server has a 101.0 KByte buffer which limits the throughput to 0.52 Mbps
Your PC/Workstation has a 63.0 KByte buffer which limits the throughput to 0.33 Mbps
The network based flow control limits the throughput to 0.33 Mbps

What are the speeds you are paying your ISP to give you?

One test result stands out to be very abnormal: your latency ( RTT = 1514.31msec)

Usually, I would look for possible electromagnetic interference affecting your modem/router or signal line connections.

Read these links and see if you have similar causes:

A cordless phone set or electric guitar near your signal devices is also a main cause.

My advertised speeds are 4 Mbps downstream and 512k up.  And I'm getting not so much.

I tried moving things around to no avail, my speed actually dropped to half of what i posted earlier.  BTW TY guys for the help so far I really appreciate it.
