Think about it, you're running a wireless router, that can handle up to 11 Mbps. Doesn't that make this result rather impossible?

Running Norton, web accelerators, other crap that interferes with the speed test? I remember certain Linksys wireless routers also cause problems.

my downstairs computer does not run off the wireless, it runs through the router through ethernet cable that allows 100 meg speeds (cat 5).

They are just trying to tell you that you can't possibly be getting that speed. Do this, boot up into safe mode with networking and run the speed test again. You will get a more accurate result. What this will do is turn off any accelerators you may be running along with any other program that may be caching your results. Try this and re post speeds.

Go download a file from a pretty fast website and post screenshots of your download speed toward the end of the file. THis will give us a true result of what your speed is.
