My isp network is very stable, i never see a speedrop or ping increasing inside the net.

also it might help that i have my gateway (first hop) in the basement, so my ping is usally 0-1 ms to that.

My isp blocks ping& this test doesn't have a setting for dial-up so I have to lie to it to get to the final step .here are the results  I copied them don't look like the others maybe someone could tell me how to do it better. Thanks Cholla ;)
1. Your Tweakable Settings:
Receive Window (RWIN):  16060
Window Scaling:  off
Path MTU Discovery:  ON
RFC1323 Window Scaling:  OFF
RFC1323 Time Stamping:  OFF
Selective Acks:  ON
MSS requested:  1460
TTL:  unknown
TTL remaining:  117

 2. Test 146000 byte download
 Actual data bytes sent: 146000
Actual data packets: 100
Max packet sent (MTU): 1500
Max packet recd (MTU): 1500
Retransmitted data packets: 0
sacks you sent: 0
pushed data pkts: 17
data transmit time: 9.401 secs
our max idletime: 490.0 ms
transfer rate: 13076 bytes/sec
transfer rate: 104 kbits/sec
This is not a speed test!
transfer efficiency: 100%

 3. ICMP (ping) check
 Target unpingable

Notes and recommendations:
Decrease RWIN to 4096-8192 (FAQ #586)
 download/use DRTCP .. (FAQ #578)
 Read the tweak FAQ

Notes and recommendations:
 Good data stream (no/few rexmits)

Notes and recommendations:
 Become pingable
if you need basic packet loss tests done
 Check tweak FAQ
