I AM NEW TO THE FORUM AND NOT AS ADVANCED AS MOST OF THE POSTS I HAVE READ.
MY PROBLEM IS I HAVE TESTED MY Comcast CABLE CONNECTION AT VARIOUS SITES WITH THE RESULTS VARYING SIGNIFICANTLY.
I RAN  3 BACK TO BACK TESTS AND THEY WERE
 CONNECTION    3947        2245      696
 DOWNLOAD         482          274        85

I ALSO RAN A FEW UPLOAD TEST AND HERE IS ONE

::::::::::.. Download Stats ..::::::::::
Connection is:: 767 Kbps about 0.8 Mbps (tested with 579 KB)
Download Speed is:: 94 kB/s
Tested From:: http://www.testmy.net/
Bottom Line:: 14 times faster than 56K you can download 1MB in 10.89 second(s)
Validation Link:: http://testmy.net/cgi-bin/get.cgi?Test_ID=TP5KEYC1W

MY SYSTEM IS RUNNING XP ON A PENTIUM 4M 1.7G
THE CONNECTION IS VIA ETHERNET TO Comcast CABLE.
JUST HAD Comcast CHECK THE SIGNAL AND REPLACE THE MODEM.

ANY THOUGHTS ON WHERE TO START?

try this

download cablenut 4.08 and vanburens_cablenut_settings_2versions.zip

you find it here http://testmy.net/forum/index.php?topic=1013.0

unzip vanburens_cablenut_settings_2versions.zip to C:\Program\Cablenut

now open cablenut adjuster, click delete cablenut tweaks + click save to registry, now all fields suppose to be blank

in top left corner click file, click load custom settings file, browse to

C:\Program\Cablenut\vanburens_cablenut_settings_version_2\VanBurens cablenut settings Version 2\WinXP_2K_CABLE_DSL\MSS1452

dubble click on Cable & DSL 3000 256.ccs ( assume upload cap is 256Kbps )

click save to registry

reboot your pc and shut off your modem and router for 30 seconds

and do a new tweaktest and speedtest and post result

"LEEV "

You say your on Comcast. Yet every time you post its on a different ip address. This meaning your using aol proxy servers. You cannot take speed tests running thru proxy servers. Now either that is the case, or your just trying to be funny and waste our time.

this is wrong Receive Window (RWIN):     65535

make a screenshot of your cablenut adjuster ( where you see the values )

you can use Print Screen and then open MS Paint and paste it, then save it as a jpg file.

when you attach it to your post click  Additional Options... below and browse to the file you like to attach.

this is what it suppose to look like

Connection is:: 911 Kbps about 0.9 Mbps (tested with 579 KB)
Download Speed is:: 111 kB/s
Tested From:: http://www.testmy.net/
Bottom Line:: 16 times faster than 56K you can download 1MB in 9.23 second(s)

http://ttester.broadbandreports.com/tweak/block:56f756b?service=cable&speed=3000&os=winXP&via=normal
