I attend msu.  Or dorm rooms seem to be capped, but the computers on the first floors are not.  I download at 700k/sec and upload at 15k/sec.  On the other computers, in the library, on the first floor of my dorm, etc the upload speed is 700k/sec.  Anyway to get around this?

ehh prollie not........most campuses have hardware caps and firewalls, hard to get around unless you have a friend in the IT department that has access to those things.......
