I get this damn error all the time and I have no idea why I am getting it.

hmm that is serious stuff, it might a worm that hi-jacked explorer or windows playing up, try a system restore

I would go into safe mode and scan for virus and spyware. See what you find. I have never seen or herd of this one?? Its either major virus or someone could be playing a prank of some type??

Microsoft reports many bugs with this useless add-on...here is one of at least a dozen known issues:
"Explorer.exe and other applications may crash or be closed by Date Execution Prevention when opening a DIVX movie file or opening a folder using thumbnail view in explorer containing such a file"...
