I told him to follow the steps, and he just posted a trace 

this first hop latency seem too high, the rest looks good on trace

Looking at his DLS results, is he "not pingable" due to a firewall or something like that being on? Would a firewall affect his  dl test that much though? Do I sound like I know what I'm talking about?
