i made a file for you

download this attached file (Cable & DSL 256 64.zip) and unzip it to C:\Program\Cablenut

now open cablenut adjuster, click delete cablenut tweaks so all fields is blank, click save to registry

now go to top left corner, click file, click load custom settings file, browse to C:\Program\Cablenut and dubbleclick on Cable & DSL 256 64.ccs

now you see alot of values in adjuster, click save to registry again

now reboot your pc and make a new speed test

great 90 % of cap down and 84% up

then add approx 10 % TCP overhead and you get what you pay for

you are getting what you are paying for. If you want to go faster you will have to upgrade your package from rogers.
