I used the tweak tools on Broadbandreports.com - I didn't change much from what I had set for 1.5/128 before my service was upgraded to 3.0/384 by Earthlink.  Line is actually provisioned by Covad, and is PPPOE.
I will probably be changing ISPs when my contract expires, however.  LBDSL resells Covad in this area, and I think my noise margins are good enough to get 6.0/768

Little better download today:
::::::::::.. Download Stats ..::::::::::
Connection is:: 2498 Kbps about 2.5 Mbps (tested with 748 KB)

Bottom Line:: 45 times faster than 56K you can download 1MB in 3.36 second(s)
Validation Link:: http://testmy.net/cgi-bin/get.cgi?Test_ID=L2FYX0PK3

Sounds great........

You seem to be kinda close to your 3 Mbps now so i wouldnt bother to tweak it more, dslreports tweak test is good.

But if you want to try to get more i suggest you try my tweak guide
