Can you describe a little more what's wrong. Are you getting error messages? Are you using the uninstall programs?

Usually that happens when you've run the program and even though u x'ed it windows thinks its still open.

Sometimes you can get the file to delete if u just find the file in the process list (ctrl alt del) and end the process.  Then it usually lets u delete.

Sometimes a file doesnt delete after all that so u have to go into safemode and do it, and if that still doesnt work, try going to the command prompt and typing in "del type_the_path_of_the_file_or_just_drag_the_file_inside_the_cmd_window_and_it_will_put_the_path_in_automatically"

***Make sure u type in del first and then drag the file in, and be sure to leave a space after del.
