where do i go to have computer the same IP (dont want it to change ip everytime i need to reset modem or router)?

Windows XP?  Wireless or hard-wired? 

Ok, assuming XP:

-control panel --> network connections
-right-click on "local area connection" or "wireless connection" --> choose properties
-select "Internet Protocol (TCP/IP)" --> click properties
-select specify IP and specify away! (I would suggest 192.168.1.x where x is any integer from 1-255 as long as none of the other computers on that network already use it)
