Don't know if this is related to my browsing problem, but I noticed that the options on my windows firewall (ON or OFF) is grey'd out (wont let me change them),  The service is started.
(windows xp)

Try this: go to control panel --> network connections --> right-click your connection, choose properties --> click the advanced tab --> configure FW here.
