My advertised speeds are 1500Kbps/384Kbps:upload not a problem, download is a issue

Connection is:: 972 Kbps about 1 Mbps (tested with 2992 kB)
Download Speed is:: 119 kB/s
Tested From:: http://testmy.net/ (server1)
Test Time:: Sun Jul 31 2005 23:49:09 GMT-0400 (Eastern Daylight Time)
Bottom Line:: 17X faster than 56K 1MB download in 8.61 sec
Diagnosis: May need help : running at only 23.04 % of your hosts average (verizon.net)

Hey, amc11890.  Firewalls can sometimes interfere with your speed test.  For purposes of testing, try disabling your firewall and test again.  Also make sure that you aren't downloading anything else or that any other programs are utilising your connection while you are testing.  Try a test mirror close to you, found HERE. You can also try VanBuren's cablenut tweaks to maximize your connection, info found HERE.
