I'm using the ethernet connection on my dorm room. Is this normal? Is there any way to speed up my download speed so it at least matches the upload speed?

Download Speed is:: 252 kB/s

I made costom settings for 10 Mbps fiber, T3 and also 100 Mbps fiber.

that is entirely possible!!  most of the time you are going to be downloading from the net.. If you are sharing your connection with the entire dorm that seems fairly normal for it to take some what of a hit... However, try the program and see what happens... the upload indicates that it should be atleast  be equal to the upload most of the time...
