High Ping Times/Packet Loss issue

Hello i was wondering if anybody could help me with my problem. Using the command promt i ping many ip address, mostly yahoo.com google.com and so on. Most of the time the ping times come out very good about 10-40ms but then again somtimes they come out to 120-130 and sometimes they get timed out. This also goes for when i ping my gateway address i sometimes get a request timeout. Now i wouldnt be complaining if this way once a day but the majority of the time a little under half this happens. I notice a very high loss in speed. Also what seems a little akward is at 130-330 in the morning my speed are great however i still receieve request timeouts when pinging certain sites such as google.com ext and get a lot of packet loss. What solutions do I have and what can be the problem. I understand maybe a bad signal but somtimes when i see i only get a great connection in the morning makes me think otherwise. I dont know much but my guess is that i have a number of problems all together. A Cox communications guy has been to my house twice in the last week.
