No longer getting accurate speed results

I'm a newb here, but I've been using testmy.net for several months. I am running XP with Roadrunner in Tampa Bay. I consistently test out at 4.4kbs. I've never had a problem conducting hudnreds of tests until the past couple of weeks. I have not been able to get a single test to register correctly. The test either hangs or the results say my connection is 9000kbs (I wish!).
Any ideas? I am not running any tweaks. I have NIS, but have not made any changes that I am aware of in the past couple of weeks....

I disabled Norton and retested. I made it through the SmarTest, but the results were 0.8 Kbps -- nowhere near what my true speed is.
Any other ideas?
