My speeds are way messed up.

2004-10-15 15:12:01 EST: 1322 / 354
Your download speed : 1353839 bps, or 1322 Kbps.
A 165.2 kB/sec transfer rate.
Your upload speed : 362603 bps, or 354 Kbps.

I should get 350 atleast. I really need a new ISP RR isn't doing anything to fix this.. I have tweaked all i can. If any one knows a good ISP in Corning NY area  please let me know thanks.

Well I live in New York too, and where do u live again, is that upstate?
