Yeah you can tweak your speed to a point but after that point you cant go higher. Take cable internet for something to say theres something called a docsis file that caps your Download rate and your upload rate so sure you. You maybe able to max your mtu and tweak little windows ie downloads but after that i dont see how you can tweak it to a point where its 3 times faster.

I dont know how config file for modem works, maby CA3LE can help explaining why ppl can go above their capped speed if its limited in modem.
MTU is set by your ISP service, windows MTU detection works great its enabled by defult.
Its possible to tweak your connection so its more then 3 times faster, aslong as no cap stopping you.
With windows defult setting i score 500 Kbps downstream here, with tweaks around 3.3 Mbps.
Speedtest against my ISP show me 5 Mbps downstream without tweaks, with tweaks 9.5 Mbps
my cap is 10 Mbps
